B.2 Relevance to the objectives of the IST Priority

General:

-         to develop a knowledge-based society and new forms of relationships between its citizens, on one hand, and between its citizens and institutions, on the other

-         develop, as appropriate, common and/or shared research infrastructures, methodologies, indicators, statistics, databases, etc. (particularly Networks of Excellence, Integrated Projects)

-         Develop links with major national level research programmes or activities in the area(s) addressed by the proposal (Networks of Excellence and Integrated Project)

-         Involve, as appropriate, users and stakeholders in the implementation of the project, and develop clear, and targeted dissemination and valorisation strategies, addressing not only scientific audiences, but also policy-makers, other key actors and, where appropriate, the general public (all instruments)

-         Remain open and outward looking and make appropriate provisions (budgetary and procedural) to assist those, from within and outside the EU, and especially from Candidate Countries, who may wish and be able to join during the implementation period (Networks of Excellence and Integrated Projects).

-         Contribute to the development of training programmes including particular provisions for young scientists (Networks of Excellence)

The goals of CARiMan are strongly related to the overall objectives stated in the Workprogramme of IST Priority (WP-IST), especially the WP-IST 2.3.2.9 The individual objectives are fulfilled and integrated in the form of Computer Aided Risk Management System (CARiManS), designed to develop the necessary platforms, for improved risk management, civil security applications and environmental management.  There is going to be a close relation with GMES action plan since CARiMan deals with a range of applications especially in the area of environmental management (natural disasters, land use etc). The CARiMan is a network of researchers in the areas of  risk management with a wide range of activities (e.g. environment,  civil protection, health, de-mining, etc.) with the objective of creation of robust low-cost smart sensors, advanced modelling and simulation, decision support tools for the prevention and the management of emergencies. 

CARiMan is a NoE. It has an architecture capable of supporting risk assessment, planning, mitigation, preparedness, response and recovery through the development of open platforms. This platform incorporates software and services, supporting distributed information and decision systems for risk and crisis management. CARiMan is a system that will be developed for the detection and prevention of emergencies at any kind (environmental, industrial or terrorist) and the acquired knowledge will be administered by Data Base and Knowledge Management Systems (DB&KMS). The management structure of the DB&KMS will allow new applications of CARiMan to be integrated later on and the system will be self-adaptive, taking into account new incoming knowledge.

The following objectives of IST Priority and FP6 in general are addressed by CARiMan:

-      Developing advanced materials, micro- and nano- scale photonic structures and devises, solid-state sources (WP-IST 2.3.2.2). CARiMan network involves communication between different kind of sensors. In order to achieve this goal, advanced devises, hybrid or monolithic and integrated photonic circuits implementing functional requirements of telecommunication (e.g. electro-optic and all-optical processing) of medical (e.g. biophotonics and imaging) and environmental applications (e.g. sensors) are going to be developed (JPA C, SP, PD).

-     Open-development platforms for software and services (WP-IST 2.3.2.3). CARiMan is going to be operational only if it achieves to build open-development and run-time environments for software and services providing the next generation of methodologies, interoperable middleware and tools to support developers. That is the aim of JPA SA, MS, PD, TI, SP, C and KM. After the production of networked and distributed software systems and services, embedded software and value-added user services, the application and evaluation of these systems at the integrating activities will begin. The consortium of CARiMan consists of several strong industrial users that under the umbrella of CARiMan join forces with software and service suppliers in building common platforms  with support of academic research partners. High-level methods and concepts are going to be used for system design, development and integration, addressing non-functional aspects, complexity, autonomy and composability.

-      Construction of physically instantiated or empodied systems that can perceive, understand and interact with their environment (WT-IST 2.3.2.4). The main philosophy at CARiManS project is that risk management of emergencies can be treated in the same way independently of the application (natural disasters, civil security etc) with just few modifications at its basic principles. CARiMan will be capable of interpretation, physical interaction and communication (JPA KM, TI, C) in real-world environments for the purpose of performing goal-directed tasks (integrated activities). The main target of CARiManS in to consider the integration of different disciplines including computer vision, natural language understanding, robotics, artificial intelligence, mathematics and cognitive neuroscience and its impact on overall system design (B.4.2). CARiMan NoE will provide a channel for developing and maintaining common resources, specifically, of open systems and training environments to study learning and evolving systems (JPA D5, D1, D2, D3).

-     Next generation of technologies and tools for modelling, design, implementation and operation of hardware/software systems embedded in intelligent devises (WP-IST 2.3.2.5). The main objective of JPA SA is  the development of warrantable software components and implementation of systems, with emphasis on correct handling of complex real-time constraits. The effectiveness of CARiMan depends strongly on the generation of advanced controls for real-time systems , networked autonomous and fault adaptive control and management, as well as on reasoning, behaviour, global performance and robustness.

-      Application and Services for the mobile user and worker (WP-IST 2.3.2.6). The basic philosophy of the CARiMan is the integration of technologies into a wide range of innovative mobile and multi-modal applications and services (JPA C, MS, PD). In order to achieve the CARiMan’s effectiveness, intelligent, adaptive and self-configuring services that deploy wearable interfaces and enable automatic context-sensitivity, user profiling and personalisation in a trusted and secure environment are going to be generated. A critical issue in risk management is the determination of the position of the monitored system and location-based services are included in CARiMan’s structure as part of JPA PD. These services will be compatible with existing (e.g. GPS, EGNOS) and emerging satellite infrastructures (e.g. Galileo).

-      Development of open platforms, integrate systems and components for improved risk management (WP-IST 2.3.2.9). CARiMan NoE aims at the generation of a common open platform for risk management that will be able to operate with a wide range of activities from environmental management to civil protection. Research and development of robust and low cost sensors with communication and location capabilities (JPA C, MS, PD) advanced modelling and simulation (JPA SP), decision support and visualisation tools (JPA KM) will be conducted.

In addition to addressing the above mentioned goals of IST Priority, NoE CARiMan also deals with the following general objectives of FP6:

-     Priority thematic areas of research in FP6 (WP-FP6). CARiMan is a risk management system that needs research and development in many areas in order to be operational for all the applications it is designed for. These areas are Genomics and biotechnology for health (activities He, GR), Information Society technologies through the generation of knowledg-based systems for natural resource management and for risk prevention and crisis management including humanitarian mine clearance, Aeronautics and space (activity Ta), Food Quality and Safety (activity Eh, Ac), Sustainable development, global change and ecosystems (activities Fe, Fl, Ve, Se), Citizens and Governance in a Knowledge-based society (activities D2, D3, D4) and Nuclear Energy (activity Na).

-         Innovation aspects and SME participation. Intensive participation of SMEs will guarantee the uptake of the results and the experience acquired in CARiMan. The importance of the NoE for SMEs is twofold. Building of CARiManS will encourage and facilitate innovation in different areas like wireless sensor technology, knowledge management systems, network security etc. On the other hand CARiManS will offer testing and evaluation platform for many innovations going on in partner institutions.

-            Competitiveness and social cohesion. The development of CARiManS increases the competitiveness of small and large businesses by encouraging cooperation and sharing of knowledge and experience. CARiManS will increase the cost-efficiency of the European health care system by offering an efficient, intelligent and easy-to-use system for health care and risk management.

-         Ethical aspect of the application of CARiManS and security of stored data and knowledge pay attention in B9.      

-         Gender aspects. Special attention will be given at these aspects by CARiMan (B.10). The issue will be addressed in two ways: firstly, an attempt will be made to incorporate female scientists and researchers in the activities of the NoE and secondly, the Knowledge Management System will be designed to take into account the special needs of women as well as men.      

-         Standardization issues. One objective of CARiManS is the consistency of communication and data/knowledge transfer throughout the whole CARiManS network not only during the period of Community funding but also beyond that as the network will be designed with future expansion in mind. The only way to address this objective is by standardization of the various communication interfaces present in CARiManS. B.3.1 of CARiMan will deal with critical study of existing IT standards in risk management as well as proposing new standards evolving from CARiManS development activities.

The success of the Human Genome Project and the development of micro sensor and nano technology, opened new aspects of activity of CARiMan and will led to a new orientation of Computer Aided Risk Management.
