SC IPA SA Sucursala CIFATT Cluj  (IPA Cluj) is a private organization (SME), in Cluj-Napoca having more than 30 years of experience in R&D activities in control and IT applications in healthcare, environment and industry.  The city of Cluj-Napoca (over 300 000 habitants) located in the heart of Transylvania region, is one of the main educational centers of Romania (three important Universities with more than 60000 students) and also an important regional healthcare center (five universitary Medical Clinics and other specialized medical institutions). IPA Cluj promotes development, innovation and technology transfer having partnerships with “Iuliu Hatieganu” Medicine and Pharmacy University of Cluj-Napoca - “Echography department”; Technical University of Cluj-Napoca - Computer Science Department; “Babes-Bolyai” University of Cluj-Napoca - Informatics Department. The strategy of company’s activities is oriented in:

- R&D in IT applications for Healthcare (medical image processing, relational image Data Bases), SCADA systems (industry and environment), and it is accomplished by specialized personnel in the frame of R&D National Programs and in EU projects, like: Bilateral Romania-Spain Research Program: GIRO, URIS projects (partner University of Girona, Spain): concerning the development of computer vision techniques applied in underwater surveillance using Autonomous Underwater Vehicles (robots).

- Technology Transfer in the field of control, IT, electronic devices. PHARE TTQM- Program: SEQT Project (EU partner -ElbauGmbH Berlin); CORVIN project (EU partner- ERAS France)

- Training in IT application for Healthcare, SCADA system for industry and environment- IPA CEFOR Training Center

 

Among the accomplishments of IPA Cluj organization concerning ICT applications in healthcare, the following main projects are developed in the frame of R&D Romanian National Program  (PNCDI VIASAN).

            TECRON project developed a system of health watch equipment to monitor vital signs and critical indicators for specific health conditions including: full ECG, pulse, blood pressure, weight, oxygen saturation, peak flow (breathing). The TECRON system is used in supervising health condition of the patients, patients Data Base Management, wireless and LAN networks monitoring and management, alarms in case of anomalies in health conditions.

            ANGIODOPP provides the means to keep track of the development of the angiogenesis phenomenon, by systematic evaluation of medical data. There has been developed a computer-based system for tumour diagnosis, containing an image Data Base, linked with an image-processing module. The Data Base contains digital images, as well as appropriate medical information for each patient and examination. It is an important tool in identifying patients with tumour structures and therefore it plays a significant part in decreasing the relapse rate, as it facilitates the search, the classification and the comparative display of echographic images and medical information. The main information provided, as results of image processing are colour quantification, velocity estimation, and mean intensity time plot in video-sequences, extracted from a manual defined region of interest.

SATURG is a distributed information system, inter-connected through wireless technology and provide assistance from a specialist while the patient receives medical care in the ambulance. There has been developed a system that can have the functionality of a central dispatcher of the emergency intervention network – a tele-medicine centre – used for remote assistance and diagnose. The specific goals were to provide tele consulting, tele-diagnose and tele-assisted intervention by remote transfer of data, sound, image flows, the use of computational technology to search, sort, store and archive data.

The methods used to implement some of the main requirements of these projects are:

- low-level image processing (filtering, morphological operations, colour space transformations, etc.)

- colour image segmentation using fuzzy logic

- automatic object recognition using Support Vector Machines

- active contour modelling

- image compression using optimal vector quantization

- video sequence processing

- image mosaicing techniques

- online data acquisition and processing

- relational image Data Bases Management

CV Senior Researcher, Dipl.Eng. Ioan Stoian

In 1971 he graduated from the Faculty of Electronics and Communications of the Technical University of Bucharest. From 1976 to 1989 he was working as chief of the IPA Cluj R&D Automatic Testing Department as head of the research of first East Europe ATE (automatic test equipment) for IC and electronic micro system. Between 1990-1993 he was associated member of joint group for application and test of the JTAG  (IEEE 1149.1) Standard. In 1983 he became senior scientific researcher in Applied Electronics and Automatic Testing.

He was co-chairman of the 10th ÷ 12th International Conference in Automation, Quality, Automatic Testing and Robotics, held in Cluj-Napoca, in 1996 ÷ 2000 and chairman of two IEEE International Conference in Automation, Quality, Automatic Testing and Robotics (in 2002, and 2004) held in Cluj-Napoca Romania. He is R&D projects manager in Romanian National Programs (PNCDI) in the field of ICT applications in SCADA systems, telemedicine and data acquisition system for environment protection.

In period 1999-2002 he was director of two grands in PHARE TTQM Program. Since 1993 he is manager of SC IPA SA, Cluj-Napoca Subsidiary and since 1996 he is manager of IPA Technological Transfer centre. Mr. Stoian authored more than 85 papers issued in international and national conferences and journal.

CV of Mihaela Gordan, PhD

Mihaela Gordan received the Diploma in Electronics Engineering in 1995, the M.Sc. degree in Electronics in 1996 and the PhD Degree with honors in Electronics and Telecommunications in 2004, all from the Technical University of Cluj-Napoca, Cluj-Napoca, Romania. The topic of her Ph.D. is in digital image processing, with the thesis entitled “Applications of fuzzy techniques and support vector machines to image processing”. Since 2003 she serves as Assistant Professor at the Basis of Electronics Department of the Technical University of Cluj-Napoca, where she works since 1997. She is also involved as a part-time researcher in the computer vision related research projects at IPA S.A. Cluj-Napoca subsidiary since 2002.

Ms. Gordan authored a number of 35 international conferences and journal papers related to image processing and analysis and 1 book in the field of applied fuzzy logic. She was involved in 10 research grants in image processing, fuzzy logic and support vector machines applications, both as project coordinator (in 2 projects) and as member of the research team involved in the project. At international level, she participated (between December 2000-december2001) as a pre-doctoral researcher in the European Union Research Training Network Multi-modal Human-Computer Interaction (HPRN-CT-2000-00111) at the Aristotle University of Thessaloniki, Greece, her research tasks in this project being the development and implementation of new algorithms for visual speech recognition.

Her current research interests include artificial intelligence techniques for image processing and analysis (fuzzy logic, support vector machines); pattern recognition; audio-visual speech recognition.

Ms. Gordan is member of IEEE, member of the Signal Processing Society of IEEE since 1999 and member of the Computational Intelligence Society of IEEE since 2005.
