Abstract

The aim of the project CAEM is to provide a qualitatively new approach to early warning systems for geo-physical hazards such as earthquakes and tsunamis, by using Computer Aided Solutions and innovative methods, tools, and devices of Information and Communication Technology.

 

The Computer Aided early warning system in Earth Management, CAEMS, is characterised by user-computer communication and the transfer of knowledge of the experts to the CAEMS for the recognition of possible risk situations, and by the optimised support delivered to the people in risk regions by CAEMS. With the application of this strategy the Risk Managers are able to decide for early warning in the shortest possible time and with a far higher level of decision-making quality. The application of web-technologies and wireless transmission technologies guarantees the quickest information to those in positions of responsibility and to those who are potentially affected.

 

The patented method of Virtual Sources VQ brings a new level of quality of signal analysis and signal recognition in real-time. The method of VQ works in the time domain and is in contrast to established and well-known methods such as FFT (Fast Fourier Transform) and the Wavelet Transform.

 

The experience and the international cooperation in the development of Computer Aided Solutions are the basis for the development of our first application as a prototype and the generalization of the solution for Risk Management with shortest possible recognition and reaction time, and optimised information transfer. These activities are supported by an international consortium of the Network of Excellence CARiMan with high-ranked and well-known international partners (see www.ICSRoscher.de/CARiMan.htm). On the basis of the established Network of Excellence CARiMan is founded an international activity for technology transfer, dissemination of knowledge and the first prototype of the CAEMS to further users and applications.
