SincroMed SRL was founded in 1994 to address market opportunities for computer-based clinical information systems.          

We are specialized in developing software for medical applications. We have participated as subcontractors at software development and clinical implementation of the EU funded IncoCopernicus project Black Sea TeleDiab system http://www.telemed.ro/ , the first international project of electronic health record in a cronic disease for the Black Sea area.

We are currently involved in quality of care programmes with WHO and with the Romanian Ministry of Health. We are a member of the Health Information Systems Romania (HISRo) Group (posted on this site: http://atlas.ici.ro/etho/aries) and Prof. Dr. Ing. Simion Pruna, our Chief Executive Officer, is the coordinator of this group. Prof. Pruna is also member of the  WHO EURO Quality of Health Systems Information Advisory Group and consulatant for Canadian Society for International Health.

At our headquarters in Bucharest we have a NT4 small business server (Pentium III, 500MHz, 2x9 GB HDD, 2x 128 Mb RAM), good internet connection (2Mbs TV cable) and a LAN for PC training and data collection.

The SincroMed’s researchers in relevant areas of the PatiMon are the software developers of the EU funded project Black Sea TeleDiab. The BSTD system is the first international demonstration project of electronic health record in a major chronic disease for the 12 countries in the Black Sea area. It was selected by the EU Commission among the best 10 projects from 180 that given the opportunity to exhibit BSTD at the conference MEDINFO 2001 in London. Our system was selected at the event, by independent experts, on the basis of the quality of the software developed. In healthcare developing we bring our proved expertise and long experience in variety of areas of healthcare and ICT in implementing EHCR applications, connecting to and transforming data from legacy clinical information systems, developing database management systems, and connecting to hospital information systems. We have succeeded in delivering clinic software, at a standard comparable with clinic IT systems marketed in Western Europe. Two scientists from SincroMed have been nominated as WHO IT adviser for the period of 2000 - 2004.

Sincromed has developed a diabetes integrated system as an extension of the BSTD which is called SincroDiab 2.0 and has close collaboration with the Institute of Diabetes "N. Paulescu" in Bucharest for clinical validation of this new system. The physicians who will be involved into PatiMon project works mostly at the Institute diabetes clinics (in hospital at the admission patient practice) and in ambulatory at main ambulatory centre in Romania. Each of the physicians that will be involved in the project have been practising in diabetes for a minimum of 10 years, with a range between 10-31 years in practice. The institute is located in three different buildings, the main building includes 2 clinics of diabetes, with  200 beds, one Emergency Unit with 20 beds and Nephropathy and  Dialysis  Section (16 beds) and 8 dialysis devices.  A department of Nutrition and Diatetics and a compartment of Clinical Laboratory. The second building is another patient department  with entral registry of diabetes in Bucharest, with more than 50000 active  diabetes patients. In the same place, we have a daily hospital with 20 beds,  especially for new  discovered diabetes patients (actually more than 6.000 new patients/year). The third building includes a Clinical Section with 25 beds and Ophtalmology Section for diabetes  patients (laser  therapy included).  Also, we have an electrophisiology laboratory were we have been carrised out the following quantitative non-invasive autonomic function tests which have been validated and proved to be reliable and reproducible:

 SincroMed has developed a clinical information system called SincroPAD 2.0. This is a windows-based software tool for Electronic Health Care Recording (EHR) using the OBSQID (OBStetrical Quality Indicators and Data collection) basic information sheet (BIS). OBSQID is a WHO project to develop the quality of perinatal care through data collection, comparison, and benchmarking. SincroPAD 2.0 is an easy-to-use system available for a single PC or a network of PCs (intranet) to assist clinicians in data collection/retrieval using internationally standardized forms and integrated tools for capturing, synchronizing, managing and applying data throughout an obstetrical organisation..

The SincroPAD 2.0 has been developed in the context of the “Black Sea TeleDiab (BSTD): Diabetes Computer and communication network system for the Black Sea Area” which contains a complete architecture for communicable, good quality EHRs based on GEHR (Good European Health Record) and on the work of TC251 (the published European EHR standard - pr. ENV 13606 and the recommendations of EHR-SupA architecture). The system has been developed with C++ Object-oriented design and coding. This significantly reduced the time and cost of writing SincroPAD 2.0 software as we built on reusable modules of program code and software written for the BSTD system. Reusable objects for the new system were implemented without changing the program code. The SincroPAD 2.0 database is available as an Access file called sincropad.mdb. Based on standardization of data collection methodology this system facilitates collaboration between countries and regions, as well as quality development and improvement through comparison, analysis and feedback of data. Work in clinical settings for obstetrics and nursing is ongoing to test and evaluate the system components; the users have begun to  realise that international standards are important and should be implemented .
